In 1988, Norm Dufour (USCGA 1971) and Norm Laskay (MMA 1962) reorganized Stickney Marine Surveyors into the marine survey and appraisal company now known as, Dufour, Laskay & Strouse (DLS). From there, DLS Marine steadily grew to 20 field surveyors, one of the largest independent multifaceted marine survey groups in the United States. With experience in virtually all major areas of the maritime industry, we offer a variety of worldwide services to include digital inspections, marine appraisals, business valuations, and surveys for ocean towing and shipping, inland services, salvage, damage, cargo, and claims adjusting. | Thomas Brown is a Partner of the Firm’s Baltimore office. Graduating from Maine Maritime Academy in 2000 with a degree in marine transportation, he sailed professionally aboard various U.S.-flagged ships. After graduating summa cum laude from the University of Maryland School of Law, he completed multiple tours as a Navy judge advocate, including as in-house admiralty counsel, and leading corruption investigations in Afghanistan.
Mr. Brown practices in the areas of admiralty and maritime law, aviation and space law, construction law, defense contracting, and government investigations. He has taken numerous cases to successful multi-week trials. His experience includes cases involving ship collisions, aviation crashes, catastrophic shipboard fires, oil pollution, major cargo losses, products liability, and personal injury and wrongful death claims. My work is heavily comprised of salvaged metals of several sorts. Over the years I ran my welding/consulting company many projects were repairs, upgrades, and modifications of all types of machinery and equipment, structural welding, marine repairs, bridge work, farm equipment, over the road machinery, signage, etc. Often this left me with the duty of removing the discarded materials. I began developing an eye and an appreciation for more and more of this detritus and resolving ways of putting the material to use. Over time the end result was in more of an artistic manner.
