Participation is a requirement for midshipmen attending the United States Merchant Marine Academy.
The program prepares qualified maritime students to become Strategic Sealift Officers (SSOs) in the Navy Reserve while pursuing their civilian maritime careers. Midshipmen receive Navy leadership and professional development training while completing the education and licensing requirements necessary to become merchant marine officers.

Program Eligibility Requirements

To participate in the SSMP, students must meet the following criteria:

Be enrolled in an unlimited-tonnage or unlimited-horsepower license-track major, as applicable to program requirements

Maintain a cumulative GPA of 2.5 or higher

Pass the Navy Physical Readiness Test (PRT)* with a good low in all categories and meet Body Composition Assessment (BCA) standards
Pass the Department of Defense Medical Examination Review Board (DoDMERB) medical qualification process

*PRT scores are based on your age at graduation
Meeting the minimum requirements does not guarantee acceptance into the program or eligibility for Student Incentive Pay

When Can I Apply?

Incoming students who are committed to Maine Maritime Academy are encouraged to apply as early as possible. The DoDMERB qualification process can take considerable time, and beginning early helps prevent unnecessary delays.

Current Maine Maritime Academy students should apply before the beginning of their junior year. Highly qualified and motivated juniors may still apply, but acceptance becomes more competitive, and the opportunity to receive Student Incentive Pay (SIP) may be more limited. Seniors are unable to apply, but if interested are encouraged to speak with LT Dunphy about direct commissioning opportunities after graduation.

How to apply:

Email LT Dunphy at eli.dunphy@mma.edu to receive a secure link. He will provide a DoDSAFE link for submitting application documents containing personal information. Do not send sensitive application documents through standard email. You can find the application here.

What Does Life Look Like at Maine Maritime Academy?

SSMP participation includes three recurring weekly events. These activities are designed to maintain physical readiness, develop leadership skills, and prepare midshipmen for service as Navy Reserve officers.

Monday: Physical Training (PT) | 0545–0645

Tuesday: Leadership Lab | 0630–0750
Leadership Lab develops communication, leadership, and instructional skills. Midshipmen practice public speaking by teaching Navy related training topics and presenting on current events. Representatives from other Navy communities may occasionally visit to discuss their missions and career opportunities.

Thursday: Physical Training (PT) | 0545–0645

Required Naval Science Courses

In addition to the weekly activities, SSMP midshipmen must complete three Naval Science courses before graduation:

NV101 — Introduction to Naval Science: Generally taken during the first semester in the unit

NV222 — Strategic Sealift Officer: Generally taken during the sophomore or junior year

NV402 — Leadership and Ethics: Generally taken during the final semester of senior year.

These courses introduce midshipmen to naval organization, the national security role of the merchant marine, strategic sealift operations, and the leadership responsibilities expected of Navy officers. These differ from the NROTC requirements.

Student Incentive Pay (SIP)

Student Incentive Pay (SIP) is a $64,000 incentive offered through the Maritime Administration (MARAD) to eligible participants in the SSMP. It is intended to encourage students to pursue careers as licensed merchant mariners while supporting the nation’s strategic sealift capability.

MARAD administers the incentive, and the Navy does not determine which applicants receive the funding. Acceptance into the SSMP does not automatically guarantee receipt of SIP.

Students interested in SIP are strongly encouraged to join the SSMP as early as possible, ideally before the second semester of their sophomore year. Applying early allows more time to complete medical qualification and other program requirements.
Based on data, applicants who applied for SIP before their junior year have historically received the incentive. However, past results should not be interpreted as a guarantee of future funding.

What Is a Strategic Sealift Officer?

A Strategic Sealift Officer is a commissioned officer in the Navy Reserve who maintains a civilian maritime career while remaining available to support the nation’s sealift requirements.

The United States relies on commercial shipping and government-operated sealift vessels to transport military personnel, equipment, fuel, supplies, and other essential cargo. When the Navy requires additional qualified mariners to crew its auxiliary and sealift vessels, it first seeks mariners through the commercial maritime workforce and applicable labor arrangements. If additional personnel are required, qualified SSOs may be mobilized to support these operations.

SSOs provide the Navy with a pool of professionally trained maritime officers who can apply their civilian experience to military sealift missions. Although mobilization of the SSO force has historically been uncommon, the program exists to help ensure that qualified personnel are available when national security requirements demand them.

Annual Training Requirements

SSOs generally complete an annual period of Active Duty for Training (ADT), commonly consisting of a two week set of orders. These orders help maintain readiness and develop the skills required to support Navy missions.

Training opportunities vary by year and may include courses in Norfolk, Virginia, port engineering support, leadership development, or other maritime-related assignments. Available opportunities depend on Navy requirements, funding, qualifications, and scheduling.

Members can generally select from available training opportunities that best fit their civilian sailing schedules. Longer assignments may also be available through the appropriate order selection process.

If a member’s commercial sailing schedule prevents them from attending an assigned training period and no suitable alternative is available, they may request a waiver through the appropriate Navy channels. Approval is subject to applicable policies and requirements.

SSOs are required to complete 2 weeks of ADT a year for 8 years (96 days total). Once you fulfill your contractual obligation, you can choose to separate from the Navy or continue your service.

Why Become a Strategic Sealift Officer?

Students pursue the SSMP for different reasons, including a desire to serve their country, develop professionally, and strengthen their civilian maritime careers. We welcome qualified, motivated students who demonstrate the aptitude and commitment necessary to serve as Navy officers.

Professional Development and Career Opportunities

SSO training complements a merchant mariner’s civilian qualifications and experience. Employers operating government-contracted vessels and supporting national security missions may value the combination of a merchant mariner’s license, Navy training, and military leadership experience.

Strategic Sealift Midshipmen also obtain and maintain a security clearance before commissioning. A clearance can expand access to certain government-related maritime positions, although it does not guarantee employment or eligibility for every government contract.

Continuing Education and Specialized Training

Annual training can provide opportunities to develop skills that transfer directly to civilian maritime employment. Depending on availability and eligibility, courses may include:

Port engineering and maritime infrastructure

Navy leadership and professional development

Bridge Resource Management (BRM)

Operational planning and maritime support activities

These experiences help SSOs develop as both Navy officers and civilian maritime professionals.

Service to the Nation

Strategic sealift is essential to national defense. Commercial mariners and government sealift vessels help move the personnel, equipment, and supplies required to sustain military operations worldwide. By becoming an SSO, you contribute your maritime expertise to this mission while maintaining the opportunity to pursue a civilian sailing career.

Active-Duty Commissioning Option

SSMP midshipmen who wish to pursue a full-time military career may request consideration for an active-duty commission. During the fall semester of their senior year, eligible midshipmen may submit a commissioning package for consideration by the appropriate service.

Depending on current eligibility criteria and available accession programs, applicants may seek opportunities with other military services, the U.S. Public Health Service, or the National Oceanic and Atmospheric Administration (NOAA).

Interested in Joining?

If you are interested in the Strategic Sealift Midshipman Program or want to determine whether you qualify, contact:

LT Eli Dunphy
Maine Maritime Academy
Email: eli.dunphy@mma.edu
Or
Schedule a virtual face to face meeting via this link

Reach out early to discuss eligibility, the application process, medical qualification, and opportunities available through the SSMP.

New Student Orientation

Quick info: Contact: LT Eli Dunphy | eli.dunphy@mma.edu Strategic Sealift Midshipman Program Application What Is the SSMP?
