Course
This is an 80-hour hybrid course: 44 hours of online coursework followed by 4.5 days of on-campus training and assessment.

Course Description
This Chief Mate to Master course will provide students with practical theory and understanding of ship handling in various maneuvering situations encountered while navigating a vessel. Students will apply online instruction and lecture material to practical simulator exercises designed to meet the assessment standards of this course.

This course specifically addresses the Management Level Advanced Ship Handling assessments detailed in the following records:

• STCW Table A-II/2 – Minimum Standard of Competence for Masters and Chief Mates on Ships of 500 GT or More
• NVIC 10-14 – Record of Assessment
• NVIC 11-14 – Navigation and Vessel Inspection Circular

Understanding and demonstrating the competencies outlined therein will enable students to be certified as functional navigators at the management level.

Competence
Respond to navigational emergencies, and maneuver and handle a ship in all conditions

Knowledge, understanding and proficiency

• • Beaching a ship
  • Grounding and refloating a grounded ship
  • Action to be taken if collision is imminent
  • Damage control
  • Emergency towing and steering
  • Shallow water effects
  • Anchoring and dragging anchor

Maneuvering and handling a ship in all conditions, including, but not limited to

• • Approaching pilot stations and embarking a pilot
  • Maneuvering in restricted waters
  • Constant rate-of-turn techniques
  • Maneuvering in shallow water
  • Canal effect and interaction between passing ships
  • Docking and undocking
  • Ship and tug interaction
  • Use of propulsion and maneuvering systems
  • Dry-docking, both with and without damage
  • Handling ships in heavy weather
  • Navigating in or near ice
  • Launching rescue boats or survival craft and taking survivors aboard
  • Understanding the maneuvering and propulsion characteristics of common types of ships
  • Avoiding damage caused by own ship’s wake
  • Maneuvering in and near traffic separation schemes and in vessel traffic service (VTS) areas

 

USCG Approval
Those who successfully complete this Advanced Shiphandling (MEMACE-22) course will satisfy the training requirements detailed in the following regulatory codes and standards:

• 46 CFR 11.305(a)(3)(i) endorsement as master and 11.307(a)(3)(i) for STCW endorsements as chief mate on vessels of 3,000 GT or more and
• 46 CFR 11.311(a)(3)(i) endorsement as master and 11.313(a)(3)(i) endorsement as chief mate for STCW Code, as amended 2010, on vessels of more than 500 GT and less than 3,000 GT.

In addition, students will also achieve the advanced ship handling standards of competence required by

• 46 CFR 11.305(a)(2), 11.307(a)(2), 11.311(a)(2), 11.313(a)(2), and 11.315(a)(2);
• STCW Code Section A-II/2 and Tables A-II/2 as amended 2010, meeting the National Assessment Guidelines from NVIC 10-14 (Ch-2) Tasks, as documented in NVICs 10-14 (Ch-2) and 11-14 (Ch-2):
  • Tasks 8.1.A; 8.2.A; 8.3.A; 8.4.A; 8.4.B; 8.5.A; 8.6.A; 8.7.A; 9.1.A; 9.2.A; 9.3.A; 9.4.A; 9.5.A; 9.6.A; 9.6.B; [NVIC 10-14 (Ch-2) only] 9.7.A; 9.8.A; 9.9.A; 9.9.B; 9.10.A; 9.11.A; 9.11.B; 9.11.C; 9.12.A; 9.13.A; 9.14.A; 9.15.A; 9.16.A; 9.16.B; 9.17.A.
• STCW Code Section A-II/2 and Tables A-II/2 as amended 2010, meeting the National Assessment Guidelines from NVIC 03-18:
